On the afternoon of March 20, Mr. Nguyen Hong Dien - Member of the Party Central Committee, Minister of Industry and Trade - visited and worked with the National Research Institute of Mechanical Engineering (NARIME) to assess the Institute's recent performance and discuss with scientists the orientation for scientific research in the period 2023-2030.

The working delegation also included Vice Minister Nguyen Sinh Nhat Tan and leaders of several units under the Ministry of Industry and Trade.
Affirming its role as the leading research unit for the development of the mechanical engineering and automation industry
Reporting on the Institute's performance results at the working session, Mr. Phan Dang Phong – Director of the National Research Institute of Mechanical Engineering - stated that the predecessor, the Institute of Mechanical Design and Manufacturing, was established in 1962 with only 30 staff members. To date, the National Research Institute of Mechanical Engineering has built a fairly strong team of scientific staff and collaborators. The Institute's activities have had a direct impact on the development strategy of the Industry and Trade sector, consistently aiming to meet the requirements and tasks of the country's key economic programs in a timely manner.
The development of scientific and technological projects at all levels by the Institute has always closely followed the State's major economic programs and the Institute's work orientation, such as: hydraulic mechanical equipment, coal-fired thermal power equipment, solar power equipment, technology and production lines for bauxite-aluminum, auxiliary equipment for the automobile-motorcycle industry, industrial waste treatment; new manufacturing or replacement/restoration of equipment in the cement, chemical industries, etc.

Director Phan Dang Phong stated that, to date, the capacity of the Institute's staff has advanced significantly, not only in research and design but also in its ability to act as an EPC/EPCM general contractor for many important fields of the country, such as: hydropower, thermal power, mineral extraction and processing, construction materials production, new energy, and high technology.
In particular, the Institute has developed high-tech products following the Industry 4.0 direction, focusing on automating industrial production lines and smart warehouses in line with the development orientation of the digital economy.
In the past five years, the Institute has boosted its production and business activities with an average annual revenue of over VND 1,000 billion, and the living standards of its officials, employees, and workers have been continuously improved and enhanced.
Director Phan Dang Phong further stated that the Institute's future orientation is to become a leading research and development enterprise in Vietnam, with prestige in the international market in the field of mechanical engineering and automation. It aims to build and develop human resources capable of receiving and transferring technology for complete equipment lines, following the socio-economic development orientation of the Party, the State, and the Government.
Contributing to enhancing the independence and self-reliance of the economy
Commending and acknowledging the Institute's recent results and contributions, Minister Nguyen Hong Dien emphasized that, with a long tradition and achievements in research, development, and technology transfer in the field of mechanical engineering and automation, the National Research Institute of Mechanical Engineering has gradually affirmed its role as the leading research unit, laying the foundation and creating breakthroughs for the development of the country's mechanical engineering and automation industry – a fundamental, "backbone" industry that enhances the independence and self-reliance of the national economy.

Furthermore, the Institute has performed its policy advisory role quite well, actively advising the Ministry's leadership to issue or submit to competent authorities for promulgation of strategies, planning, standards, technical regulations, and economic-technical norms in the mechanical engineering and manufacturing sectors. It pioneers in research, development, and modernization of fundamental technologies; promotes the application of scientific research results into practice, and masters the technology of designing and manufacturing hydraulic mechanical equipment and complete equipment, serving the construction of many national key projects in the fields of energy, mining, and high-tech materials.
"The Institute has performed commendably in postgraduate training and doctoral research in mechanical engineering and automation, contributing to the development of high-quality human resources and actively contributing to the growth of the Industry," assessed Minister Nguyen Hong Dien.
Alongside the achieved results, Minister Nguyen Hong Dien also pointed out the remaining shortcomings and limitations of the Institute regarding the proactiveness and quality of implementing certain tasks, as well as its team of science and technology officials.

Five Key Tasks
According to the Minister, along with the entire country, the Industry and Trade sector is entering a new development phase, accelerating the restructuring of the sector with the orientation of making science, technology, and innovation one of the breakthrough solutions. Minister Nguyen Hong Dien stated that the scientific and technological research activities of the National Research Institute of Mechanical Engineering, as well as other research institutes under the Ministry, must be linked to the development of foundational and key industrial sectors; promoting smart production and digital transformation following the trend of the 4.0 Industrial Revolution.

For the National Research Institute of Mechanical Engineering to continue developing and contribute more actively to the sector's growth, Minister Nguyen Hong Dien requested the Institute's leadership, officials, employees, and workers to focus on effectively implementing the following key tasks:
First, continue to study, deeply grasp, and effectively implement the Party's guidelines, viewpoints, and the State's policies, and laws related to the Industry and Trade sector; especially: (1) Resolution of the 6th Central Conference (13th Tenure) on continuing to promote national industrialization and modernization until 2030, with a vision to 2045; (2) The project on restructuring the Industry and Trade sector for the period up to 2030, approved by the Prime Minister; and (3) mechanisms and policies related to the development of the mechanical engineering and automation industry.
Consolidate and enhance the quality of activities of institutional bodies (such as the Party Committee, the Board of Directors, and mass organizations); emphasize the responsibility of the Party committee and the head of the unit; maintain unity and consensus, and promote the pioneering and exemplary spirit of officials and Party members in leading, directing, and organizing the implementation of tasks, contributing alongside the entire sector to the successful fulfillment of political tasks assigned by the Party and the State.
Second, focus on restructuring the organizational apparatus according to the Development Strategy for the period 2021 - 2030 approved by the Ministry, ensuring it is streamlined, professional, with a modern governance system to continue innovating and improving the quality and efficiency of the Institute's operations. This needs to focus on core values and leverage specific strengths to build and develop the Institute into Vietnam's leading research and development center in the field of mechanical engineering and automation, with prestige in regional and international markets.

Third, continue to perform well in policy advisory and consultancy, providing scientific and practical justifications to assist the Ministry in developing and perfecting the policy system and sector development strategy.
Pioneer in research and development, application, technology transfer, and innovation, especially in foundational technologies in areas where the Institute has strengths, contributing to increasing the localization rate of domestically produced machinery and equipment, and promoting the development of Vietnam's mechanical engineering and automation industry in a modern direction.
Fourth, focus on strongly innovating operational methods towards strengthening linkages with major corporations and general companies, taking enterprises as the center; all S&T activities must be linked to production, originating primarily from practical requirements to produce practical, effective S&T products with strong spillover effects across the sector, and being quickly and effectively applied in practice, helping enterprises in the sector gradually innovate technology, improve productivity, product quality, and competitiveness.
Pay attention to training, fostering, and building a team of experts and scientific research officials with high professional qualifications and capacity; increase investment, exploitation, and effective use of facilities and modern research equipment, contributing to enhancing scientific and technological potential, towards mastering new technologies, especially those of the 4.0 Industrial Revolution.
Form intellectual property assets (including patents and utility solutions) to promote the commercialization of products through joint ventures, capital contributions, and expanding production using the Institute's intellectual property.
Fifth, strengthen cooperation with prestigious universities, research, and training organizations domestically and internationally to exchange, share, collaborate on research, and acquire advanced professional expertise and management skills from the region and the world, suitable for the trend of integration and the development of Industry 4.0.
At the same time, continue to expand and further improve the quality and effectiveness of postgraduate training and doctoral research in mechanical engineering, automation, and other foundational industrial specializations, contributing to training and developing high-quality human resources, and actively contributing to the sustainable development of the Institute, the Sector, and the country.
Regarding the Institute's proposals and recommendations, Minister Nguyen Hong Dien requested the relevant Departments and Agencies, according to their assigned functions and tasks, to urgently coordinate in reviewing, appraising, and reporting to the Ministry's leadership for consideration and resolution within their authority at the earliest possible time, ensuring consistency with the Party's and State's guidelines and policies, and the Institute's actual situation and capabilities.
"With existing capacity, experience, and the outstanding achievements attained in recent years, we firmly believe that the leadership, officials, employees, and workers of the National Research Institute of Mechanical Engineering will continue to achieve even greater success in the coming time, worthy of the trust and expectations of the Party Committee, the Ministry's leadership, and the confidence of partners and customers," Minister Nguyen Hong Dien expressed his confidence.
