On the morning of June 20, in Hanoi, the National Research Institute of Mechanical Engineering (Ministry of Industry and Trade) held the 31st Party Congress of the Institute for the 2025-2030 term.

Actively engaged in creative labor, building a strong unit

Delivering the opening speech at the Party Congress of the National Research Institute of Mechanical Engineering, Comrade Phan Đăng Phong, Secretary of the Party Committee and Director of the National Research Institute of Mechanical Engineering, stated that the 31st Party Congress of the National Research Institute of Mechanical Engineering takes place at a time when the entire Party, people, and armed forces are striving to compete in achievements to celebrate the 80th anniversary of the successful August Revolution (19/8/1945-19/8/2025) and the National Day of the Socialist Republic of Vietnam (2/9/1945-2/9/2025); and to welcome Party Congresses at all levels leading up to the 14th National Congress of the Party.

According to Comrade Phan Đăng Phong, during the 2020-2025 term, although the first half of the term faced many difficulties and challenges due to the Covid-19 pandemic, under the leadership of the Party Committee, party members, officials, and workers throughout the Institute's Party organization continuously strived and trained to overcome all difficulties and challenges to successfully implement the Resolution of the Party Congress, contributing to building the Institute's Party Committee increasingly strong.

Therefore, the 31st Party Congress of the Institute for the 2025-2030 term has a very important task. The Congress will evaluate the achieved results and review the shortcomings and limitations in Party work regarding the implementation of political tasks and building a clean and strong Institute Party Committee. At the same time, it will summarize lessons learned in leadership and direction of task implementation, thereby setting goals, directions, tasks, and solutions for implementation in the next term.

In addition, the Congress will elect the Party Committee for the 2025-2030 term, exemplary in political qualities and revolutionary ethics, with wisdom and capacity to successfully implement the Resolution of the 31st Congress. The Congress will also elect a delegation of representatives from the Party Committee to attend the 1st Party Congress of the Hanoi City People's Committee.

Reporting at the Congress, Comrade Vũ Văn Khoa, Deputy Secretary of the Party Committee, Deputy Director of the National Research Institute of Mechanical Engineering, affirmed that in recent times, the Institute's Party Committee for the 2020-2025 term has received regular guidance and high trust from the Party Affairs Committee of the Ministry of Industry and Trade, the Party Committee of the Hanoi Enterprise Bloc, etc.; the Institute's reputation has been strengthened and expanded.

The Party Committee and leadership of the Institute are a united and consensus collective, consisting of comrades with good capacity, representing party members and officials in the Institute; the unification of the positions of head of the Party organization and head of the agency/unit (the Director is also the Party Secretary; the Head of Department/Center Director is also the Party cell secretary) has had a positive effect, facilitating leadership and direction of all activities within the Institute and its units. The collective of party members, civil servants, officials, and workers in the Institute actively engage in creative labor, working together to build the unit and the Institute strong.

Specifically detailing the results of implementing the targets and tasks of production, business, and scientific research of the Institute's Party Committee in the 2020-2025 term, Mr. Vũ Văn Khoa informed that in terms of science and technology activities, from 2020 to the present, the Institute has implemented and completed State-level and Ministry-level projects with high scientific and technological content, creating conditions to increase research capacity and improve the qualifications of the Institute's staff, laying the foundation for the Institute to apply them in actual production.

Among these, for State-level projects: The Institute has implemented and completed State-level acceptance of the project "Research, design, manufacture, and commissioning of equipment for coal-fired thermal power plants with unit capacity up to approximately 600MW."

For Ministry-level projects: Completed and accepted 3 projects and 10 regular tasks, all projects and tasks have been accepted at the Ministry level; currently preparing to implement 5 Ministry of Industry and Trade-level projects. The research results of the projects have all been applied to actual production, creating a foundation for the Institute to participate in bidding and construction of key State projects; at the same time, enhancing research capacity for the Institute's staff.

Regarding economic activities: On average each year, the Institute has implemented and applied hundreds of economic contracts and research projects in the fields of project management, design consultancy, equipment supply for synchronous equipment lines for thermal power, hydropower, solar power, mining, and supply of spare parts for thermal power plants, cement, coal, paper, environment, naval submarine repair equipment, automobiles, motorcycles, etc.

"This is the result of orienting and steadfastly building work over many years according to the country's socio-economic programs, and also the result of the tireless work of the Institute's staff, party members, officials, and workers" - Comrade Vũ Văn Khoa emphasized.

Evaluating the work results of the 2020-2025 term according to some set targets, the total value of contracts signed by the Institute reached 7,912 billion VND, revenue reached 6,511 billion VND, budget contributions grew at an average of over 15%; average income and minimum income met and exceeded the targets set by the annual Staff Conference resolutions, with each year higher than the previous. Welfare regimes and cultural, artistic, and sports activities within the Institute have been well maintained and developed.

Comrade Nguyễn Văn Minh, Secretary of the Party Cell, Director of the Heavy Mechanical Center, shared that in the past term, under the leadership and direction of the Party Committee and the Institute's leadership, the Party cell and the administration of the Heavy Mechanical Center achieved certain results contributing to the Institute's development.

Specifically, from 2020 to 2024, the total value of economic contracts signed by the Center regularly exceeded the plan assigned by the Institute by 200% to nearly 700%. The average income of staff and employees increased nearly 2.5 times compared to the beginning of the term...

Striving to become the leading institute in mechanical engineering and automation

In the 2025-2030 period, the Party Committee of the National Research Institute of Mechanical Engineering will continue to implement the Institute's development strategy for the 2021-2030 period with a vision to 2045, aiming to be the leading independent consultancy unit in Vietnam, with prestige in the international market, capable of preparing investment projects, technical design, and construction design for specialized industrial projects in the Institute's strengths such as mechanical manufacturing and assembly lines, thermal power, renewable energy, mineral processing, chemicals, environmental treatment, and smart production lines.

The Institute is capable of acting as the EPC, EPCM, or turnkey general contractor for complete equipment packages of domestic industrial projects.

The Institute's Party Committee leads and directs the completion of professional work according to the Resolution of the 31st Party Congress for the 2025-2030 term and the annual Staff and Worker Congress resolutions; directs the completion of the Institute's development strategy for the 2020-2030 period with a vision to 2045, making the Institute the leading institute of the country in mechanical engineering and automation, a reputable consultancy, design organization, and EPC contractor domestically and internationally.

Based on the approved development strategy, the Institute identifies the main tasks to organize the development plan for the Institute in the 2025-2030 term and subsequent development phases.

Specifically: First, continue to focus on directing large economic contracts and projects on thermal power plants and move towards other potential fields such as chemicals, renewable energy, nuclear power, railways, etc.; continue to exploit and develop the Institute's strengths in supplying equipment and spare parts to enterprises.

Second, identify and consider science and technology activities as the core, with economic activities based on science and technology activities, linking science and technology activities with the country's socio-economic programs to ensure the Institute has advantages and reputation in the market.

Third, build a quality policy of "Perfect solutions, advanced technology, environmentally friendly." The goal is to conduct in-depth research, be agile and innovative to serve customers; create a development environment that encourages creative work and cooperation within the Institute; provide competitive technologies, products, and services; undertake EPC and EPCM general contracting; apply quality control processes; standardize the Institute's activities according to ISO, etc.

Fourth, improve the quality of doctoral training, mainly oriented to serve the Institute's staff with needs; focus on Master's and Doctoral training courses abroad supported by funding; link domestic and overseas training; pay attention to specialized training in automation technology, welding and surface treatment technology, and training for some certificates in mechanical engineering, welding, etc.

Fifth, strengthen international cooperation to receive cutting-edge technology transfer; joint venture with reputable foreign suppliers to implement projects in the fields of thermal power, mining, chemicals, nuclear power, etc.

In addition, regarding Party building work, the Institute's Party Committee promotes and enhances effectiveness, creating changes in Party building in terms of politics, ideology, ethics, organizational structure, personnel work, grassroots Party organizations and party members, inspection, supervision, anti-corruption and negativity, mass mobilization work, and innovation in the Party's leadership and governance methods; focusing on Party building and rectification and the political system. Improve leadership capacity and combat strength of grassroots Party organizations and the quality of party members...

The Party Committee of the National Research Institute of Mechanical Engineering has led the Institute's activities to meet and exceed the targets set by the Resolution of the 30th Party Congress (2020-2025 term) in terms of professional work and Party building. The Institute's Party Committee has always met the standards of a clean, strong grassroots Party organization, excellently completing tasks each year.
