Development of Equipment Manufacturing for the Renewable Energy and Electric Power Industries

On the morning of December 10, in Hanoi, the National Research Institute of Mechanical Engineering, the Department of Science and Technology (Ministry of Industry and Trade), and the Vietnam Association of Mechanical Enterprises jointly organized a Workshop on "Mechanisms, policies, orientations, and solutions for developing the equipment manufacturing industry serving the renewable energy and gas power industry."

Speaking at the opening of the workshop, Dr. Phan Đăng Phong - Director of the National Research Institute of Mechanical Engineering - said that in the current context, when fossil fuel sources are gradually being depleted and the Prime Minister has committed to achieving "Net Zero" emissions by 2050, renewable energy and gas power are becoming one of the most concerned issues in Vietnam in particular and in the world in general.

To concretize the major viewpoints, objectives, guidelines, breakthroughs, and key solutions for sustainable development of Vietnam's marine economy to 2030, with a vision to 2045 set out in Resolution No. 36-NQ/TW; to determine the key tasks, implementation roadmap, and specific assignments to relevant ministries, sectors and localities, on March 5, 2020, the Government issued Resolution No. 26/NQ-CP on "Promulgating the overall plan and 5-year plan of the Government to implement Resolution No. 36-NQ/TW dated October 22, 2018 of the 8th Plenum of the 12th Party Central Committee on the Strategy for sustainable development of Vietnam's marine economy to 2030, with a vision to 2045."

Accordingly, the National Research Institute of Mechanical Engineering was assigned by the Ministry of Industry and Trade to preside over the implementation of the Topic "Research on proposing tasks and solutions for developing the equipment manufacturing industry serving the renewable energy industry for coastal and island areas of Vietnam for the period up to 2030, with a vision to 2045."

On August 30, 2024, the Ministry of Industry and Trade issued Decision No. 2350/QĐ-BCT on the Plan to implement Decision No. 500/QĐ-TTg dated May 15, 2023 of the Prime Minister approving the National Power Development Plan for the period 2021-2023, with a vision to 2050. In Decision No. 2350/QĐ-BCT, the Ministry of Industry and Trade assigned the National Research Institute of Mechanical Engineering to preside over and coordinate with the Industrial Department, the Department of Science and Technology to develop the "Project on developing the electrical mechanical industry, improving the localization rate."

To collect contributions to the above topic and project, the National Research Institute of Mechanical Engineering, in coordination with the Department of Science and Technology (Ministry of Industry and Trade), the Vietnam Association of Mechanical Enterprises, co-organized the Workshop on "Mechanisms, policies, orientations, and solutions for developing the equipment manufacturing industry serving the renewable energy and gas power industry."

The main topics of the workshop include: Research on proposing tasks and solutions for developing the equipment manufacturing industry serving the renewable energy industry for coastal and island areas of Vietnam for the period up to 2030, with a vision to 2045; building the Project on developing the electrical mechanical industry, improving the localization rate, etc.

Dr. Vũ Văn Khoa - Deputy Director of the National Research Institute of Mechanical Engineering - shared that electricity demand is increasing day by day, while electricity generation from fossil fuel sources is increasingly limited, so electricity generation from renewable energy sources is very necessary and inevitable.

Through surveying the current status of the renewable energy industry, it can be seen that the Government and relevant ministries and sectors have issued many mechanisms and policies to develop this industry. Therefore, the proportion of electricity generation from renewable energy sources is continuously increasing in the power generation structure.

At the same time, through synthesizing actual demand as well as forecasting future electricity demand, the period up to 2030, with a vision to 2045, shows that the potential for electricity generation from renewable energy sources in coastal and island areas is very large. "The State needs to continue to formulate good localization mechanisms for domestic enterprises to maximize localization, take control of this field in the domestic market, and from there, reach out to the region and global supply chain," Mr. Khoa emphasized.

Mr. Đỗ Hoài Nam - Chairman of Hanoi Mechanical Company - believes that the development demand in the renewable energy industry in coastal and island areas of Vietnam is very large and necessary, ensuring the correct orientation of international conventions on gradually reducing and eliminating technologies with high greenhouse gas emissions. At the same time, it requires a very large demand for the equipment manufacturing industry serving the development of the renewable energy industry.

The Prime Minister has approved the Strategy for developing Vietnam's mechanical engineering industry to 2025, with a vision to 2035. The overall objective of this strategy is that by 2035, Vietnam's mechanical engineering industry will be developed with most specialized fields having advanced technology, product quality meeting international standards. Along with that, participate more deeply in the global value chain, use energy economically and efficiently, compete fairly in international integration; a professional, disciplined, and highly productive workforce, proactive in research, design, and manufacture of mechanical products, basically meeting the demand for mechanical products in the domestic market.

However, currently, the localization of equipment in the renewable energy industry is still limited. For some important equipment (turbine-generators, blades, etc.), we still have to import 100%. The remaining equipment or services have varying degrees of localization, and we have only achieved 100% localization for simple equipment/services such as structural parts, construction, and installation.

"Thus, the potential demand for developing the equipment manufacturing industry serving the renewable energy industry for coastal and island areas of Vietnam for the period up to 2030, with a vision to 2045, is very large," Mr. Đỗ Hoài Nam commented.

According to Assoc.Prof.Dr. Nguyễn Chỉ Sáng - Vietnam Association of Mechanical Enterprises, to ensure the correct implementation of the objectives of Power Development Plan 8 and realize the commitments of the Vietnamese Government at the 2021 United Nations Framework Convention on Climate Change Conference of the Parties (COP26), especially the goal of achieving "Net Zero" emissions by 2050, it is necessary to research and develop specific mechanisms and policies for domestic design and manufacture of wind power plant equipment. Thereby, creating a scientific basis for state management agencies to issue synchronous mechanisms and policies to develop the manufacturing mechanical industry serving the domestic energy industry.
