On November 27, at the headquarters of the National Research Institute of Mechanical Engineering, the 32nd Congress of the Trade Union of the National Research Institute of Mechanical Engineering, term 2025-2030, took place.
Successfully Fulfilling Assigned Professional Tasks
The National Research Institute of Mechanical Engineering is a science and technology research and deployment organization under the Ministry of Industry and Trade. The Institute's workforce primarily consists of scientists, engineers, and bachelors who carry out research tasks and develop strategies, policies, development plans, economic-technical norms, regulations, and standards for the mechanical engineering and automation sector; organize the implementation of works, projects, and scientific, technological, and economic research topics in the field of mechanical engineering and automation; provide consultancy, design, manufacturing, installation, maintenance, operation, import-export business, technology transfer, and project management for synchronous equipment lines, postgraduate training, and vocational training.

According to the report at the congress, the total number of employees of the National Research Institute of Mechanical Engineering as of October 20, 2025, is 286 people. Over the past three years, the Institute's staff have had sufficient employment, and their living standards have been increasingly improved. The majority of staff work in their trained specialties, thereby fully utilizing their capabilities and making significant contributions to the overall development of the Institute. Average per capita income and actual minimum annual income have increased in line with the Institute's development. In addition, environmental sanitation and fire and explosion safety have always been given attention.
The signing of labor contracts with staff and workers has basically been carried out in accordance with the Institute's regulations. For recruitment cases, all are guided and sign labor contracts after being reviewed and approved by the recruitment council. In the past term, there have been no cases of labor disputes, strikes, or occupational accidents within the Institute.
Dr. Phan Đăng Phong, Director of the National Research Institute of Mechanical Engineering, affirmed that in the past term, Trade Union members have successfully completed their assigned professional tasks, with many domestic and international scientific articles published in journals, conferences, and specialized seminars. At the same time, they have carried out many state-level and ministerial-level scientific and technological projects, numerous consultancy contracts, design contracts, technology transfer, and supply of equipment and spare parts for the mineral processing and mining, hydropower, thermal power, paper, cement, chemical industries, etc. The quality of implementation of scientific research projects and economic contracts has been increasingly improved.
Detailing the results of Trade Union activities for the 2023-2025 term, Mr. Đoàn Văn Minh, Chairman of the Trade Union of the National Research Institute of Mechanical Engineering, said that the 31st Congress of the Trade Union Delegates of the National Research Institute of Mechanical Engineering was held in April 2023. In the past term, the Trade Union of the National Research Institute of Mechanical Engineering has correctly performed its functions and tasks. Under the leadership of the Party Committee, together with the administration and other socio-political organizations, the Trade Union has contributed to building the Institute's increasing development and achieving the targets set by the 31st-term Congress.
The Trade Union of the National Research Institute of Mechanical Engineering has successfully performed the tasks of caring for the lives, representing, and protecting the legitimate and just rights and interests of its members and workers, regularly providing feedback to the administration on the implementation of welfare regimes for workers; organizing emulation movements among staff and workers, contributing to the successful fulfillment of the unit's political tasks.
Although the Trade Union officials of the Institute are all part-time and busy with their professional work, the Trade Union officials of the 31st term made great efforts, overcoming all difficulties to successfully complete their assigned tasks. "The Trade Union of the National Research Institute of Mechanical Engineering was recognized and awarded a certificate of merit by the Trade Union of the Industry and Trade sector for outstanding achievements in implementing the '1 million initiatives' program and 'Excellent Labor Emulation' in 2023" - Mr. Minh said.
Building a Strong Grassroots Trade Union
In the period 2025-2030, the National Research Institute of Mechanical Engineering strives to build the Institute's Trade Union organization into a strong and excellent grassroots trade union. Ensure employment and income, and continuously improve the material and spiritual life of workers.

Among them, some specific targets include: Ensuring average income, minimum income, and welfare fund expenditure for staff; ensuring that the contribution rate for social insurance and health insurance for workers reaches 100%; maintaining annual periodic health check-ups for all staff, organizing and funding annual convalescence leave according to the targets set by the Ministry of Industry and Trade for staff. Organizing a collective canteen for staff with a subsidy of at least 2/3 of the meal value; the rate of strong sub-trade unions annually reaching 95% or more; the Institute's Trade Union achieving the title of excellent strong grassroots trade union for the entire term.
The Trade Union of the National Research Institute of Mechanical Engineering sets out many directions and tasks, such as: Building a strong grassroots trade union, innovating content and methods of implementation, improving the qualifications of officials, and developing members. Actively participate in building the Party and building the administration; promote propaganda and education work, build a strong team of staff and workers; participate in management, development, and effective inspection and supervision of the implementation of laws and policies, protect the legitimate and just rights of workers; organize practical and effective emulation movements.

In the past term, thanks to the efforts of all staff, the National Research Institute of Mechanical Engineering achieved encouraging emulation titles: the Emulation Flag of the Ministry of Industry and Trade for the Institute's collective; Certificates of Merit from the Ministry of Industry and Trade for the Institute's collective for many years. Many small collectives and individuals were awarded Certificates of Merit from the Ministry of Industry and Trade.
