In the atmosphere of the entire Party, people, and armed forces striving to achieve accomplishments to celebrate the 80th anniversary of the successful August Revolution (19/8/1945-19/8/2025) and the National Day of the Socialist Republic of Vietnam (2/9/1945-2/9/2025); to welcome the Party Congresses at all levels towards the 14th National Congress of the Party, with the approval of the Standing Committee of the Party Committee of the Hanoi People's Committee, on the morning of June 20, 2025, the Party Committee of the National Research Institute of Mechanical Engineering solemnly organized the 31st Party Congress, term 2020-2025.

Attending and directing the Congress, on behalf of the Party Committee of the Hanoi People's Committee, there was the presence of Comrade Le Quang Long, Deputy Secretary of the Party Committee of the Hanoi People's Committee, and comrades from Working Group No. 4 of the Party Committee of the Hanoi People's Committee; on behalf of the Party Committee of the Ministry of Industry and Trade, there was the presence of Comrade Phan Van Ban, Member of the Standing Committee, Full-time Deputy Secretary, Chairman of the Inspection Committee of the Party Committee of the Ministry of Industry and Trade.

On behalf of the Party Committee of the National Research Institute of Mechanical Engineering, there was Comrade Phan Dang Phong, Secretary of the Party Committee, Director of the Institute; comrades from the Institute's Party Committee and all Party members belonging to the Party Committee.

On behalf of the guests, there were comrades who are leaders of specialized units under the Institute.

The 31st Party Congress of the National Research Institute of Mechanical Engineering, term 2025-2030, is a Congress: “Promoting the tradition of over 60 years since the establishment of the Institute, focusing intelligence, collective strength, unity, enhancing the leadership capacity of the Party organization; building the Party Committee of the National Research Institute of Mechanical Engineering to be clean, strong, and sustainably develop in the era of national rise of Vietnam.” The results of the Congress are of great significance for leading the implementation of political tasks in the term 2025-2030.

The Congress heard the Political Report on the evaluation and review of the implementation of the resolution of the Party Congress of the National Research Institute of Mechanical Engineering for the term 2020-2025 and the directions, objectives, and tasks for the term 2025-2030; the Review Report of the Executive Committee of the Party Committee of the National Research Institute of Mechanical Engineering for the 30th term, 2020-2025.

Comrade Le Quang Long, Deputy Secretary of the Party Committee of the Hanoi People's Committee, delivered a speech and directed the Congress.

The Congress elected the 31st Executive Committee of the Institute's Party Committee, term 2025-2030, consisting of 07 comrades meeting the standards and structure as prescribed; the Congress also elected the Delegation to attend the Congress of the Party Committee of the Hanoi People's Committee.

After more than half a day of urgent work, the 31st Party Congress of the National Research Institute of Mechanical Engineering, term 2025-2030, completed all the program contents set forth.

The Congress adopted a Resolution with the key objectives for the period 2025-2030: the Party Committee of the National Research Institute of Mechanical Engineering will continue to implement the Institute's development strategy for the period 2021-2030 with a vision to 2045, aiming to be a leading independent consultancy unit in Vietnam, with prestige in the international market, fully capable of preparing investment projects, technical design, and construction design for specialized industrial projects within the Institute's strengths, such as mechanical manufacturing and assembly lines, thermal power, renewable energy, mineral processing, chemicals, environmental treatment, and smart production lines. The Institute is fully capable of acting as the EPC, EPCM, or turnkey general contractor for complete equipment packages of domestic industrial projects.

Building on the results of the Congress, in the coming time, Party committees at all levels will focus on leading, directing, and organizing the thorough dissemination of the Congress Resolution to officials and Party members under the Party Committee, striving to achieve the set targets, meeting the expectations and hopes of all Party members, officials, civil servants, and employees.
