According to Decision No. 808/QĐ-TTg dated May 6, 2026 of the Prime Minister, which assigned tasks for the development of strategic technologies, the Ministry of Industry and Trade was assigned to lead 3 major tasks along with related strategic technologies and strategic technology products. First, ensuring energy security for high growth; modernizing the electricity - green fuel system in a smart and self-reliant manner. Second, industrial self-reliance, increasing localization rate and upgrading value chains of green, smart, and high-value-added production. Third, modernizing domestic and foreign trade through data, smart logistics, and reliable supply chains.

The Ministry of Industry and Trade issued Decision No. 2159/QĐ-BCT dated September 4, 2026 on the Plan to implement the Prime Minister's Decision No. 808/QĐ-TTg on the development of strategic technologies. The Ministry of Industry and Trade's Plan identifies a total of 22 groups of strategic technology products, including 76 specific products. These product groups are allocated according to 3 fields: energy, industry, and commerce.

From the above 3 major tasks, an ecosystem of strategic technologies and strategic technology products has been identified, serving as a basis for selecting core enterprises, formulating key tasks, and mobilizing resources for implementation in the coming period. These are not only development goals of the Industry and Trade sector itself but also issues of fundamental significance to the country's industrialization and modernization process.
