On November 3, 2020, at the Ministry of Industry and Trade, the State-level Evaluation and Acceptance Council met to approve the results of Topic 12 “Research and development of solutions, regulations, and procedures for management and organization of implementation of thermal power plant projects applying Mechanism 1791” under the National-level science and technology project, chaired by the National Research Institute of Mechanical Engineering.
Attending the meeting were Assoc. Prof. Dr. Truong Duy Nghia, Chairman of the Council, all members of the Council, representatives from the Ministry of Industry and Trade, Ministry of Science and Technology, representatives from the National Research Institute of Mechanical Engineering including Dr. Phan Dang Phong, Director, leaders of functional departments of the Institute, the Project Leader and associates.
The Project Leader presented the Final Report of Topic 12 before the Acceptance Council, detailing the scientific research contents and results achieved by the topic.
According to the evaluation of the Council for evaluating and accepting the topic's results, although the application of Decision 1791/QD-TTg of the Prime Minister in practice still has many issues that need to be updated and revised in the coming time, the research, synthesis, and analysis volume of the research group is very large; domestic documents and studies are incomplete, and collecting materials encountered many difficulties. However, the topic group and the host agency have strived to complete 100% of the science and technology contract with good quality, honesty, practical applicability, and savings for the state budget. The research results of the topic can be applied and transferred to units implementing localization of auxiliary equipment systems in domestic thermal power plants.
On behalf of the National Research Institute of Mechanical Engineering, Dr. Phan Dang Phong reported on the scientific and technological (S&T) results of the 600MW Thermal Power S&T Project, thanked the Acceptance Council for taking the time and providing many constructive comments to help the Project Leader and the Institute perfect the Final Report of the topic before submitting it to the Ministry of Industry and Trade, and commended the efforts of the Project Leader and associates in completing the topic.
