The Ministry of Industry and Trade has issued Decision No. 3502/QD-BCT approving the Development Strategy of the National Research Institute of Mechanical Engineering until 2035, with a vision to 2050.
Gradually mastering core technologies
Decision No. 3502/QD-BCT clearly states the viewpoint: Develop the National Research Institute of Mechanical Engineering into a leading scientific research and technology deployment unit in the field of mechanical engineering and automation, closely linked to the national industrialization and modernization cause.

Sustainably develop the National Research Institute of Mechanical Engineering into an autonomous and self-responsible science and technology enterprise under Decree No. 60/2021/ND-CP of the Prime Minister, aiming to enhance the effectiveness of research, application, pilot production, and commercialization of scientific and technological research results. Take science, technology, innovation, and digital transformation as the core foundation and driving force for breakthrough growth, in accordance with the spirit of Resolution No. 57-NQ/TW.
At the same time, development based on high-quality human resources is the decisive factor, considering people as the center, science and technology as the foundation, and innovation, digital transformation, and artificial intelligence as the driving forces. Promote the autonomy, self-responsibility, creativity, and equality of scientific research staff in the member units of the Institute, in order to optimally exploit all resources for the Institute's development.
Develop the Institute in conjunction with the national industrial development strategy, directly serving key sectors such as: Energy, mining, metallurgy, processing, railway industry, and green transition. Along with that, develop the Institute based on cooperation and sharing with domestic and foreign mechanical engineering enterprises to be capable of acting as EPC, EPCM, or turnkey general contractor in certain industrial fields.
Decision No. 3502/QD-BCT also states that the development of the National Research Institute of Mechanical Engineering is linked to the goals of green growth and sustainable development, considering the reduction of greenhouse gas emissions, energy saving, promotion of resource circularity, and clean industry as cross-cutting principles in all research, design, and manufacturing activities.
The Institute proactively participates in the roadmap to implement Vietnam's Net Zero 2050 commitment, focusing on developing and mastering mechanical technologies serving renewable energy, gas power, offshore wind power, waste treatment, recycling, and environmentally friendly technological solutions, thereby directly contributing to CO2 emission reduction, increasing the localization rate, and enhancing the green competitiveness of the domestic mechanical engineering industry.
On the other hand, harmoniously combine basic research, applied research, and technology transfer to create products with high economic value and scientific-technological content; promote international cooperation, absorb advanced technologies, while developing endogenous capacity to gradually master source/core technologies.
The "Core" of the Innovation Ecosystem
The overall objective clearly stated in Decision 3502/QD-BCT is to build the National Research Institute of Mechanical Engineering into a leading research and technology deployment organization in Vietnam, with regional and international prestige in the field of mechanical engineering and automation.
The Institute is the core of the industry's innovation ecosystem, capable of mastering core technologies, designing, manufacturing, and acting as EPC/EPCM general contractor for synchronous and complex equipment systems, while also being a reliable strategic advisory body for the Party, the Government, and the Ministry of Industry and Trade on national industrial development policies.
At the same time, Decision No. 3502/QD-BCT sets specific targets by 2035, such as: Ensuring resources to perform advisory and strategic consulting tasks, policies, standards, and technical regulations for the mechanical engineering and automation sector.
Master the technology for designing and manufacturing equipment and complete equipment lines in several industrial fields that are the Institute's strengths, including thermal power, mineral mining and processing, waste heat recovery power plants for cement plants and steel plants, new energy, and renewable energy, with a focus on researching and receiving technology transfer from major global technology firms to serve economic development programs as directed by the Government.
Successfully register at least 100 patents and utility solutions domestically and 10 patents at reputable international intellectual property offices. Publish at least 40 scientific articles annually in prestigious domestic and international journals.
Be capable of acting as EPC/EPCM or turnkey general contractor for complete equipment packages of domestic industrial projects within the Institute's strengths, such as: Coal supply systems, ash and slag discharge systems, electrostatic precipitator systems, desulfurization systems, deNOx systems for coal-fired thermal power plants; bauxite-aluminum mining and processing plants; new energy and renewable energy; waste heat recovery power generation systems in cement plants and steel plants; hydropower plants, pumped-storage hydropower plants; waste treatment and waste-to-energy and biomass power plants; industrial robotics and automation, smart warehouses; agricultural, forestry, and fishery processing and preservation plants; equipment for river and sea ports.
Build a workforce of approximately 600 staff members, of which at least 15% are professors, associate professors, doctors, senior researchers/senior engineers. Complete new investment and construction of a multi-purpose building serving as both a workplace and a hub for research, design, calibration, and product testing centers, with a total floor area of approximately 30,000 m².
Achieve annual revenue of 3,000 billion VND, of which 30% of revenue comes from scientific services and technology transfer; invest at least 1% of revenue in research and development.
The Decision emphasizes that, with a vision to 2050, the Institute will become a leading mechanical engineering and automation research center in Southeast Asia, capable of competing internationally. Annual revenue will reach 5,000 billion VND, with at least 2% of revenue invested in research and development.
Furthermore, build a workforce of approximately 1,000 staff members, of which 20% are scientists and senior experts. Master the technology for designing and manufacturing railway equipment, gas power equipment, and auxiliary equipment systems for nuclear power plants.
Decision No. 3502/QD-BCT has identified 5 specific tasks for the National Research Institute of Mechanical Engineering, including: Scientific research, technology transfer, and innovation; advising and consulting on the development of mechanisms and policies for the industry; training and developing high-quality human resources; investing in facilities and equipment for research; and international and domestic cooperation.
