The working session aimed to understand the operational situation of the National Research Institute of Mechanical Engineering in recent times, and at the same time, to exchange with scientists about research directions, living conditions, and working conditions of the scientists.
Sufficient capacity for general contracting of major projects
Reporting to Deputy Minister Nguyen Sinh Nhat Tan on the Institute's operations in recent times, Dr. Phan Dang Phong, Director of the National Research Institute of Mechanical Engineering, stated that to achieve stable and sustainable development, in addition to early mastery of traditional technologies, the Institute has built upon results from scientific and technological research, development research, and modernization of foundational technologies.

The first breakthrough success of the Institute was linking mechanical engineering with automation, choosing a direction for developing automation technology based on exploiting, applying, and integrating advanced automation elements. The Institute soon mastered automation technology to manufacture mechanical products and equipment lines at contemporary technological levels, creating competitiveness for domestically manufactured products.
In addition, the Institute has mastered many other automation technology fields such as diagnostic technology for monitoring the condition of equipment lines, dynamic balancing of large equipment on-site, and integration and supply of automation systems for factories and production lines...
Another major success was that the Institute became a reputable design consultancy unit, establishing many close cooperative relationships with foreign consultants, and creating a certain level of trust among domestic investors and management agencies.
Growing from a design unit, in the initial phase it mainly provided designs for most domestic mechanical factories to manufacture essential mechanical products such as tools, agricultural implements, some agricultural machines like threshers, small tractors, some machine tools like drills, lathes, presses, and some types of electric motors, water pumps for agricultural use...

Next, the Institute pioneered the supply of machinery, equipment, and spare parts for industries such as: High-pressure dyeing machines, towel weaving machines for the textile industry, equipment for vertical shaft cement plants, equipment for sugar mills, animal feed factories, fertilizer factories, chemical plants...
"To date, building on these activities at a higher level, the Institute is assessed as a leading research and development organization, with sufficient capacity to undertake consultancy, design, and general contracting for major projects under the country's key economic programs" - Dr. Phan Dang Phong emphasized.
According to Dr. Phan Dang Phong, the National Research Institute of Mechanical Engineering aims in the coming period to build the Institute into a leading research and deployment enterprise in Vietnam, with international reputation in the field of mechanical engineering and automation, with a focus on building and developing human resources capable of receiving and transferring technology for complete equipment lines in line with the socio-economic development orientation of the Party, the State, and the Government.

Focused and targeted investment in scientific and technological topics and projects that directly create products for industries, creating traditional products for the Institute. "At the same time, having sufficient capacity to act as general contractor or turnkey contractor for complete equipment items under domestic industrial projects that are the Institute's strengths, such as thermal power, hydropower, bauxite aluminum mining and processing, new and renewable energy, waste heat recovery power generation systems, waste treatment and power generation, automation in industrial production lines, and smart warehouses" - Dr. Phan Dang Phong stated.
Need to concretize development orientations and strategies
After visiting the research centers of the National Research Institute of Mechanical Engineering, Mr. Tran Viet Hoa, Director of the Department of Science and Technology (Ministry of Industry and Trade), acknowledged the effectiveness in scientific research activities originating from projects at various Ministry and national levels of the Institute in recent times. The Institute's orientations for the coming period are also aligned with trends and based on the Institute's strengths.
However, according to Mr. Tran Viet Hoa, in the coming period, given the limited resources for science and technology, the Ministry of Industry and Trade will focus on proposals with criteria of effectiveness and sufficient scale, to avoid dispersion.
Accordingly, the Institute needs very clear orientations and directions based on leveraging strengths in research and development activities, with an orientation linking the Institute's scientific and technological activities with those of the Industry and Trade sector. The plan for implementing scientific and technological tasks must aim to fundamentally and completely solve a problem of a field or industry through a cluster or a chain of tasks.

Research products of the Center for Machinery and Automation, National Research Institute of Mechanical Engineering
Deputy Minister of Industry and Trade Nguyen Sinh Nhat Tan affirmed that with a long history of establishment and development, the National Research Institute of Mechanical Engineering has now asserted its position and made significant contributions to scientific and technological activities in particular and the development of the mechanical engineering sector in general.
From scientific research topics funded by the state budget, deployed in narrow scopes, to performing tasks assigned by the Government through designated contracting, the Institute has now risen to master and transfer many foundational technologies in the field of mechanical engineering, typically the design of hydro-mechanical equipment for hydropower plants.
However, Deputy Minister Nguyen Sinh Nhat Tan stated that in the context of global competition and integration, along with the rapid development and application of new technologies from the Fourth Industrial Revolution, new requirements and tasks have been set for scientific research, development, and technology transfer in the field of mechanical engineering and automation.

Accordingly, each individual and each unit within the Institute must deeply recognize and strive to promote achieved results, be united, and innovate creatively. At the same time, it must be determined that all scientific and technological activities must be linked to production; research topics, consultancy tasks, and professional services must originate first from practical requirements and quickly return to serve production.
The Deputy Minister of Industry and Trade also requested the National Research Institute of Mechanical Engineering to quickly complete and concretize its development orientations and strategies for the next 10-year period, with the goal of becoming a leading research and deployment unit in Vietnam, with international reputation in the field of mechanical engineering and automation.
In particular, it is necessary to closely follow the orientations of the Party and the State in developing a number of priority industries and foundational industries, as well as the development of new material technology in the mechanical engineering field; strengthen cooperation with countries and organizations worldwide with advanced levels to collaborate in research, absorb professional expertise and management skills, in line with the trend of integration and the development of Industry 4.0...
