Vietnam - Laos Sign Contract to Build Cross-Border Lalay Coal Conveyor Belt

On the afternoon of October 20, Minister of Industry and Trade Nguyen Hong Dien and the Minister of Energy and Mines of Laos witnessed the signing ceremony of the Contract for the Construction of the Lalay Coal Conveyor Belt Line

 

On the afternoon of October 20, in Hanoi, after the talks, Minister of Industry and Trade of Vietnam Nguyen Hong Dien and Minister of Energy and Mines of Laos Phosay Sayasone witnessed the Signing Ceremony of the Contract for the Construction of the Lalay Coal Conveyor Belt Line between the Consortium of National Research Institute of Mechanical Engineering (NARIME) - GP Holdings Group and Phonesack Group (PKG).

Also attending the talks were Deputy Minister of Industry and Trade Truong Thanh Hoai, and leaders and representatives of units under the Ministry of Industry and Trade, such as: Asia-Africa Market Department; Planning and Finance Department; Party Committee of the Ministry; Office of the Ministry; Electricity and Renewable Energy Authority; Electricity Regulatory Authority; Import-Export Department; Oil, Gas and Coal Department; National Research Institute of Mechanical Engineering; Science and Technology Department; Industry Department; Multilateral Trade Policy Department; General Department of Market Management; Organizational and Personnel Department; Industry and Trade Newspaper; Institute of Industry and Trade Strategy and Policy Research; Office of the Inter-Sectoral Steering Committee for International Economic Integration...

Previously, in April 2024, on the occasion of the official visit of Minister Nguyen Hong Dien to Laos, the Consortium of the National Research Institute of Mechanical Engineering (NARIME) - Pacific Group Joint Stock Company (GP Holdings) and Phonesack Group - Nam Tien Company Limited signed a Memorandum of Understanding on “Design, manufacture, and installation of a 6.3 km conveyor belt system for cross-border coal transport from Laos to Vietnam at the La Lay border gate.”

In order to promote cooperation in the energy and mining sector between Vietnam and Laos, implementing high-level agreements of the two countries, including improving the capacity of coal transport from Laos to Vietnam; with the support of the Ministry of Industry and Trade of Vietnam and the Ministry of Energy and Mines of Laos, the Consortium of the National Research Institute of Mechanical Engineering (NARIME) - Thai Binh Xanh Group Joint Stock Company (GP Holdings) and Phonesack Group - Nam Tien Company Limited have concretized the Memorandum of Understanding on “Design, manufacture, and installation of a 6.3 km conveyor belt system for cross-border coal transport from Laos to Vietnam at the La Lay border gate”

Phonesack Group is the project investor and requires cooperation with a contractor with sufficient capacity and experience to execute the EPC (Engineering, Procurement and Construction) contract for the above project. After signing, the Group implemented the coal storage system and the 6.3 km conveyor belt line crossing the Vietnam-Laos border.

Cooperating with Phonesack Group in the project, Vietnam established a Contractor Consortium consisting of National Research Institute of Mechanical Engineering and GP Holdings. In which, the National Research Institute of Mechanical Engineering (NARIME), a unit under the Ministry of Industry and Trade, is the leading state research and deployment agency for science and technology in the field of Mechanical Engineering - Automation. GP Holdings is a multi-industry group operating in the fields of industry, investment, trade, and services. The two parties will cooperate to implement the Project “Construction of storage yards and a conveyor belt system connecting the two storage yards for transporting export and import coal between Laos and Vietnam through the international border gate pair La Lay (Quang Tri) - La Lay (Salavan)” invested by PKG.

The Consortium has extensive experience and sufficient resources to execute many EPC packages in the industrial sector for domestic and international investors. In the field of conveyor belt transport, the Consortium has implemented many high-capacity, long-length conveyor belt systems operating in harsh conditions, such as: The coal transport system of Song Hau 1 Thermal Power Plant; the two conveyor belt lines (each 5 km long) of the Tan Rai and Nhan Co bauxite plants in Vietnam; the conveyor belt system for transporting coal, gypsum, and clay for Nghi Son Cement Plant (Japanese investor);...

The entire cross-border Vietnam-Laos conveyor belt line is about 160 km long from the XPPL mine (Laos) to My Thuy port (Quang Tri, Vietnam), in which: 85 km of the conveyor belt line lies in Lao territory, 6.3 km of the conveyor belt line crosses the Vietnam-Laos border, and 70 km of the conveyor belt line lies in Vietnamese territory.
