Industry and Trade The Director of the National Research Institute of Mechanical Engineering stated that establishing a center with sufficient capacity to issue certificates for mechanical products made from clean energy is crucial.

 

At the Conference of Commercial Counselors in the European Region, held on June 18-19 in Italy, delivering a presentation and proposing solutions to promote industrial cooperation with European countries, Mr. Phan Dang Phong, Director of the National Research Institute of Mechanical Engineering (NARIME) under the Ministry of Industry and Trade, stated that Vietnam is currently prioritizing the development of foundational industries such as metallurgy, chemicals, mechanical engineering, energy, materials, digital technology, and activities supporting enterprise digital transformation and smart production. Therefore, the opportunities for expanding industrial cooperation between Vietnam and European countries are substantial.

 

Mr. Phan Dang Phong - Director of the National Research Institute of Mechanical Engineering (NARIME) delivers a presentation and proposes solutions to promote industrial cooperation with European countries at the Conference of Commercial Counselors in the European Region.

 

First, under Decision No. 2795/QD-BCT, the Ministry of Industry and Trade approved the Strategy for Science, Technology, and Innovation in the Industry and Trade sector. This strategy focuses on developing high-tech industries, the chemical industry, value-chain product development in priority industries, energy industry, materials industry, digital transformation, and supporting enterprise digital transformation. This serves as the guiding orientation for the organization and implementation of the Ministry's activities, linked to the goals and requirements of science and technology development to support the restructuring of the Industry and Trade sector towards 2030.

One of the key priorities of the Strategy is to master the technology of equipment and equipment lines in the industrial sector.

Currently, in the mechanical engineering sector, there are several equipment lines that require focused research for technology mastery, particularly in design, such as: energy (wind power, waste-to-energy, solar power), mining and mineral processing, rare earth mining and processing technology and equipment, and materials...

For example, in offshore wind power, buoy and mooring technology for wind turbine towers is a critical area that needs development.

According to Director Phan Dang Phong, the implementation of design and equipment supply contracts for these fields is currently mostly carried out by foreign contractors. Vietnamese mechanical enterprises only participate in certain stages based on foreign designs, such as fabrication and construction, which offer lower value. Therefore, NARIME and domestic mechanical enterprises are accelerating research, technology acquisition, and self-reliance in design and manufacturing to create more jobs for the mechanical engineering sector.

Second, to participate in the global export-import chain of mechanical components and parts, establishing a competent center for certifying mechanical products manufactured using clean energy sources is crucial. Recently, NARIME has collaborated with several German partners to produce components that they then assemble into their equipment for sale to other markets. Before signing contracts, these partners required declarations and certifications that the products were manufactured using clean energy sources. However, Vietnam currently lacks a center capable of inspecting and certifying mechanical products in this field. This will pose a significant barrier if we aim to export equipment to the European market in the future. "We propose to coordinate with the Trade Promotion Agency and the European Market Department to find partner organizations and experts from abroad to collaborate with us in establishing this center as soon as possible. We also request the support of the Commercial Counselor in the European region to help us find information about potential partner organizations and individuals, and to verify information provided by foreign partners to accelerate this process," Director Phan Đăng Phong proposed.
